Your growth plates at 19 most likely have fused but if you can check it an endocrinologist or orthopedic specialist,

Secondly, men will not stop growing because of their vertebrate growth plates until they are usually around 20, give or tale a year, so you can still increase your torso's height, but maybe you arent going to get a "growth spurt" so you may not notice any growth since late teens have low hgh levels, try to increase hgh,

I believe you should check your bone age, so you'll have an idea if you're still going to grow bigger or not. I'm in the same situation as you, but I'm 18. But if you find anything out please let me know

Growing is done dude. Look at average height charts of 17 year olds and 19 year olds. The average height is the EXACT same. I stopped growing at 15 years old. But I have to admit I know 1 guy who grew after 17 years old.
