The effect is only noted when you take it to extremes. I don't think 16-17 inch neck really needs that much more size unless you're jacked.

Like check on DJ Qualls neck. Since he's overall a puny, sub 5 looking dude with a bigger neck it doesn't help much unless all else gets bigger too. You need balance and harmony. If you put a too big neck on a normal guy it looks comical, same with a pencil neck.
