, but blackout wouldn’t bring that much chaos, we are already highly advanced and well connected with other states, who will come to aid if necessary

Who is "we" that you're talking about? The us?
Nah, I mean basically first world countries or European Union. If a blackout isn’t handled well from the government, you can probably assume the worst, it’s just like the revolutions in the 18 century, but unlike today, you have better infrastructure, better equipment for the average man, meaning there won’t be any revolution.
There were endless protests in Serbia, Germany etc. people in the six figures and nothing was achieved, instead of that the media used their opportunity to spread propaganda, dividing the nations people. You think things are achievable through friendly protesting, but if you observe some history, most revolutions and it’s achievements are through violence
