Tanning is only decent when it blends with your skin colour - which would be a someone with browner hair/eyes.
Having dark hair (and ideally light eyes) then a paler skin tone is preferred. I don't mean sickly pale, but a lighter tone. Its the contrast that makes it attractive.
Just like with literally every topic discussed, there's nuisance and there's no one simple answer but just saying "tan is good" isn't accurate.
