it became impermissible over time because if Islam came out and said no more alcohol on the spot, nobody, or at least few would become Muslim. At the time many people were heavy drinkers, the population of Muslims was very low, Allah knew that people needed to devote themselves to their true purpose enough with time and ban drinking later on.

Also, alcohol was banned in stages. The first verse about it warned against its uses, saying it has some benefit in this life (selling alcohol leading to profit) etc but is overall from the devil, and has many negatives.

The second stage was forbidding praying in a drunken state, then the final was a full on ban on intoxicants as a whole.

Allah knew human psychology so banning it out right would not be beneficial for the message of Islam to be conveyed in the best form possible.
