You didn't say age but you look young so I wouldn't recommend cutting as it may interfere with your growth, the biggest problems i notice are you being boneless / bloated but cant do much without surgery or cutting, you being pale, your eyebrows being thin and your hair looking a bit unhealthy. Cheeks: ultrasonic cavitation if you are willing to accept the risks otherwise just wait until you are done growing then cut
Skin color: fix your diet to extremely limit PUFA then start sunbathing
Eyebrows: dye them darker you can also try minoxidil to make them thicker
Hair: stop using products, use natural if you are washing it, don't take many hot showers, and brush your hair with a detangling brush
