why not a cut and lean bulk or more surplus and till what body fat
Because despite being 16-17% you have very little muscle in your frame, if you were to cut now you would just look malnourished (and I mean in the least offensive way possible). It is just smarter to lean bulk for now to a target body weight and then cut once you have more muscle.

To what body fat? I don't now, and I don't care, and neither should you. There's no point in bulking to X amount of body fat, when I bulk toward weight goals. I believe most people look the best with a BMI of 25-27. First, what's your height, and what's your current weight?

Nice. Here's what I would do: At 5'7", and assuming you're 18 years old (if you're under that it doesn't matter, if you're over that it does change your BMI slightly), your weight to ideally hit a BMI of 25 (in my opinion the most attractive body you can have) is 73kg. So you need to bulk and gain 13kg of lean body mass.a

But obviously, if you bulk to 73kg, you're gonna be a little chubbier by that point, so you'd have to cut, and then you may be lean, but under your ideal BMI. So here's what I would do:
  • Phase 1 (Bulk)
    • GOAL: Bulk to a weight of around 75-76kg. Bulking at a rate of +0.45kg/week, this will take you about 9 months or so.
    • To gain 0.4kg/week, you need a caloric surplus of ~400–500 kcal/day.
    • TRACK YOUR FOOD, and obviously, enough protein, carbs, fats, eating nutritious whole foods, blah, blah, you know the deal.
    • If for whatever reason you bulk too hard (because you didn't track properly), you can do a mini-cut of 4–6 weeks to lose 0.45kg/week
  • Phase 2 (Cut)
    • GOAL: Now you gotta finally drop from 75–76kg to 73kg 10–12% BF. This will take 6-8 weeks.
    • Adjust your calories to lose 0.5–0.75kg/week.
    • Keep training hard and eat higher proteins at this stage to preserve as much muscle.
After that, your job is to just keep the gains.

You can be healthy at any BMI, it isn't a good metric for health. But when it comes to attractiveness I believe 25 is ideal, though scientific research says 23 is technically the "most" attractive, either way, it's the exact same process regardless of what the weight goal is

Ideally you would, Mk-677 aside from technically increasing growth hormone production, also increases your appetite and sleep, those are the perfect conditions to start a bulk, plus it could further increase your growth hormone, and most importantly, help you avoid getting fat, because the perfect conditions to build muscle, without any physical exercise would just make you fat.
