Easiest way I can explain it is that, being pale and having a tan with pink undertones is peak colouring.

Being brown, unideal.

Being pale, unideal

Being pale with a tan, ideal (I made him pale and then tanned him)

Mogger skin tone.

Less unideal, pale just gives an unhealthy look, I cant quite explain it.

The examples you gave are very very extreme, being super pale isnt ever ideal, but in my opinion having too much of a tan to the point where its visible can be considered a failo (like the guy in your avi, he's too tanned imo)
