We shouldn't allow any browns or blacks into the US for any reason, and that goes for the so-called "legal" immigrants as well.

We need a moratorium on black immigration. And we need to Jim Crow our existing blacks (I'd even support going one step further and sterilizing blacks to extinction). Repatriating blacks back to Africa works too.

As for brown immigrants, depends on the group. There are some brown immigrant groups I don't mind in reasonable numbers.
