yes maxilla is almost everything because forward maxilla gives that protruding mouth area. zygos obviously matter too but if maxilla is really recessed zygos won't help

if we are talking about DEVELOPMENT, then yes because that would mean you would have developed everything else like zygos, mandible, chin, etc. if we are talking purely the maxilla, then no.
