Flynn effect is very real it's because poverty and poor nutrition can significantly influence expression of IQ, remember we are talking about averages so pointing at 1 in a million outliers is nonsensical it's a fact that an average white man from the 1940s or before will score significantly lower than the average now, probably in the 80s

I'm not the one who said this you can read Flynn's work it's common knowledge that a person who scored 100 on an IQ test in the 1900s will perform much worse than now. They actually have to keep adjusting IQ rating scores to keep up with the Flynn effect.
