Who wakes up and asks himself" You know what I want to do today?
Collect garbage bins from every house on the road, for 4 years,
close to nobody.

Self-sufficient people owning animals and land. that are part of a community are very hard to convince to work in an amazon labor camp, (conditions would have to improve, efficiency degrees, etc.....)
A man living in the wilderness, forced to work an office job would probably run away, or be extremely depressed. He simply would not be efficient, and if possible would most likely form a rebellion.
There is only one great white shark in an aquarium, why? Because they cannot handle being trapped and damage themselves and die.
This is why the system has to condition a citizen, to endure these conditions from a young age, forcing his parents to send him to a place that will make him get used to working a job.
The frog boiling method, but when the frog jumps out of the hot water, he will not be willing to jump in again.
This is what happened to neets, their parents accumulated wealth and now they simply don't have to work.
