Yes, women's hypergamy is universal and applies to all countries but the reason why SEAmaxxing works is because white men are considered as top tier in southeast asia, and people who come from first world countries tend to be richer and have a high status too, so when you go to southeast asia, you have a much higher SMV than back home if you're white.

In Japan, where the women aren't poor, you only have an advantage if you're white.

And in Eastern Europe, it's not at all because of the color of your skin but because of your high income and high status due to being from a first world country. And it's probably the same in Mexico and South America.

So the only thing that guys who aren't white can't take advantage of is asian women in asian countries, but they can take advantage of having a higher income potential and higher status, so sex tourism in this way will work even if you're indian, middle eastern or black, as long as you come from a first world country. The main problem though is that most people don't have the money or the job required to be able to travel a lot around the world to do sex tourism, so that is the main challenge you would have to overcome to do it, and it is why I haven't done it yet.
