The Government should give every man under 5.4ft, 1 million dollars

Genuinely sorry for those shorter than the average women .
Life as a man sucks under that height (im 5´11, but i know how short men are treated)
They get discriminated on a daily basis.
Heightism is worse than racism, because society accepts it.
To make their life less miserable, they need a few bands, maybe get surgery to ascend.
Why not make their lives, less over?

Also the government should give an extra 1 million for them NOT to have kids, so they wont suffer that fate
