It has nothing to do with your frame. Guys who do more manual labour have larger hands and bigger muscles, while guys who grew up in a wealthy family living a comfortable lifestyle have perfect lady hands and no muscle mass because they were sedentary their entire life.

There is no such thing as a framecel, even if you are short you can achieve an impressive muscular ripped physique, it will just always look better on a taller guy of course, but it's not possible to be limited by your frame by that much. 2 guys with the same height and age born in different families are going to have a very similar muscular potential even though one of the 2 starts off with a more muscular physique.

That is because if you did sports as a kid and as a teenager and grew up with lots of physical activity you are going to be more muscular than the guy who spent years sitting down in front of the computer.
