Ideally the lower end of the ramus should be about one ear length lower than the ear:

(ear size is very similar on most people)

if your face looks like this then your maxilla is either recessed, or too small. probably both:

the jaw is never too big (of course this is kind of a question of perspective, but you probably know what i mean).

Small high set ears gives the illusion of longer ramus. And compact midface is the key, the midface gets shorter and the jaw gets more square and ramus taller while maintaining facial thirds harmony

no the ramus stays the same length compared to the ear. and i don't think "high set ears" is a thing

yea but the jaw would come forward a little as well so it would look less square ish. also the mouth would be bigger making his jaw look less out of proportion. as it is now it's over for him though
