1. You cited a study that didn't even debunk the Flynn effect. They just look at whether Flynn effect gains transfer to the Black-White IQ gap. According to them, Black-White IQ gap has stayed at roughly 15 to 20 points since World War I when mass testing began.

This was simply a paper about a 15-point racial test score gap in the US, DECADES AGO, and just using American Black and White subjects.

2. This has ABSOLUTELY NOTHING to do with your original claim (which was whether or not modern Germany's national average IQ dropped because of migration).
