Can you see the wording? It occurs when your upper front teeth protrude, stick out, beyond your lower front teeth. They make it look such a way one would believe that the upper teeth are the problem and thus need to be recessed.
Why do they not say that your lower teeth didn't have enough advancement and jaw room? Ah? Because people would realize that the real issue are the lower teeth and they would refuse to mess up with something that is already fine or relatively fine (upper teeth).
