what the system is not patched for is against michizure attacks
thats the main vuln of the system
michizure attacks also called ultima ratio attacks, are attacks where the attacker is ready to sacrifice his life before he gets caught (for example going ER, terrorism or suicide bombing), like ultima ratio attacks and world wonder offensives and mating attacks.
btw also the only way to not be afraid of prison is being ready to die through suicide before getting caught.
the system is very much patched in a sense that getting caught and punishment is virtually guaranteed, however suicidal people dont care about punishment since they can avoid it.
the system scares people throuh penalties, prevents and deters them, but against such itt discussed attacks even the system isnt fully patched
its basically the system can be exloited by evil and high iq people. the higher the evilness AND IQ, the greater the threat.
