Subhuman accent, a pleasant one, high class/low class?

Norway has probably the best preserved dialectal diversity in europe because of their unique language situation

It´s pleasant to me, sounds soft, nice and overall positive, the complete opposite of German, for example.

Is it a Norwegian saami ? accent he sounds pseudo Finnish or Hungarian
It’s a small accent on an obscure part of the island of Frøya, the dude at the end is a tv lead showing this news clip as humour because it’s so unintelligible

Sounds very Dutch with a slight Swedish twist
As a Dutch guy, it doesn’t sound Dutch to me at all. It sounds slightly Norwegian to me, especially at the beginning. I’ve been learning Norwegian for a while but didn’t really manage to distinguish a single word he said.

That’s the challenge when there’s a different dialect every few kilometers.
