No, but having quite a high LLI combined with quite a low IQ often results in overstimulation to the point where it's not easy to handle for the human brain. This often results in people easily resorting to physical violence. I never knew LLI was prevelant in black people but if what @App Maker says is true then I suppose that is a possiblle outcome.
