Not really. He is by and far iconic because he has a deep, funny Austrian-English accent, and instead of sounding like an utter caveman, he is able to articulate himself well with that accent.

And combined with a buff body, it's hilarious. That's why he was propositioned for so many comedy movies and eventually agreed to do a few, like Kindergarten Cop, Jingle All the Way, Twins etc., Terminator was one of the few 'serious' roles he did.

At least in the body building community they are able to separate face, but only to a certain degree

However I would absolutely agree that a tall and wide shouldered man will always obliterate an average height wide shouldered man, esp if his aesthetics are on-point. Hip to waist ratio etc.

He dominated bodybuilding in the 70s, had two breakout ‘roles’ I believe, first in Pumping Iron (where his persona was quite captivating, if totally narcissistic and machiavellian) and then in Conan, where his accent with his physique fit the role perfectly. He had a bit of a background in acting and took lessons, too, which other bodybuilders didn’t, and this helped him switch careers.

The above comment which talks about his funny Austrian accent is also true, it helped him land larger-than-life, slightly campy action movie roles like in Terminator or Predator, but it also helped him with comedic roles eg Kindergarten Cop

Back in those days aesthetics mattered just as much as muscle size and definition and he's shorter so of course he's gonna look more dense and even that, he only does in particular areas that you are focusing on. Arnold murders him in the bicep and tricep area, look properly. His bicep isn't sculpted the same.
