a government could place all ethnics in concentration camps and have companies able to setup factories in the concentration camps, each ethnic takes and iq test and a record with the ability to request a loan or investment (the documents of each ethnic is public, with their iq and skills written by the ethnic), each ethnic is allowed [restricted] internet access
the ethnic isnt allowed to leave until he has given enough work which is not just breaking even but makes the concentration camps profitable
