The PSL System???

Someone who actually knows explain the system/scale to me? It seems like one day someone is a 7 and the next a 6. Use psl against 1-10 and also what percentage of men/women would be in a psl rating. Or just link me an actual explanation

PSL is out of ten minus 2 points.

10/10 is 8psl, 9/10 is 7/psl

There is no rarity of each psl level because no one has measured how rare each on is.
