It's not that they can be decrypted, it's more like if there is a phone or app, or service made to hide your communication from people like the U.S. government, you can be sure it was made by the U.S. government. By using any of that type of stuff, unless you developed it yourself and compiled the raw source code, you are directly transmitting all of your communication to the U.S. government, which will share it with other governments and organization's.
