Because women are not capable of change, there is no evolutionary need for them to be capable of anything when absolutely every single aspect of their survival is fulfilled just by being around men. You have to understand that at some point in our ancestral line, women had to be able to climb trees to get fruit or be athletic/smart enough to get away from predators etc but as men became more and more capable and intelligent and were able to provide all safety, resources and even civilisation itself then there became no pressure for women to be capable of anything. As long as she is around men then she will face no competition or evolutionary pressure and so they lost all physical or mental capabilities they might have ever had.

This is why every culture in existence treated women as property and valued solely off their reproductive value, mankind simply evolved past women, they were no longer necessary for survival, unable to contribute anything that couldnt be done better by a man and no use could be found for them except for having children
