Russia cannot bomb civilians, because Putin is counting Russia's future on the sanctions being lifted in a few years, and that's not going to happen if they start killing civilians. If Russia was completely isolated like NK or Cuba, it'd mean Russia becomes a third world country.

It is impossible for Russias economy to ever become as isolated as Cuba or North Korea. It is too large and the West relies on it's exports too much. Not just oil/natural gas, but other commodities too.
