They don't bomb civilians because they don't need huge depopulated wasteland, they have enough of that. They tried to make it look like they are "liberating" brother nation from nazi regime, but in reality ukrainians hate Russia and fight back.

The entire Ukrainian population could be wiped and the land would still be valuable for its resources. Russia isn't going hard with bombs yet, but they probably will if there's too much resistance.
