It never 'failed' in any conventional sense. The CIA or whatever secret organizations are used create untraceable funds for corrupt governments simply need the money, hence why governments 'fail' to combat drugs. It's an intentional 'failure' so that they don't lose their stream of hidden money.

Drugs, alcohol, etc are just tools to keep the masses docile while producing $$$ for governments and corporations. Those things are massively more bad for you than you've been conditioned to believe.
