the government wants people that are barely sane, if your insane then you are useless but if you are sane then you are a enemy.

Government wants a society that are strong enough to work 12 hour days but weak enough to not revolt

People are addicted to coffee, porn, cigarettes, vapes, alcohol, gaming, etc

if these things were bad for the goverment, they would have banned it, since they did not ban it, it clearly benefits the government.
