Depends on the country you live in. You can theoretically be rich with an income of 3k if you live in a very poor place, but be poor with the same amount if you live in an expensive place. I would call someone wealthy / rich when they have enough money to retire at a young age or they don’t need to get a job to survive because they have enough money to live off that alone or open their own business and hire people themselves
