Nope, those eyes (Tyson Beckford’s) do not have epicanthic folds.

These are epicanthic folds:

Epicanthic folds either fully or partially cover the lacrimal caruncle (a.k.a. medial canthus).

Tyson Beckford’s eyes have long, fully exposed medial canthi:

Furthermore, an epicanthic fold covers up the eyelid at the medial canthus, and the crease of the epicanthic fold connects to the medial canthus. People with epicanthic folds do not have visible folds above the inner corners of their eyes that don’t touch the medial canthi.

If he did have epicanthic folds, the outer layer of skin would have to cover the eyelid at the medial canthus and possibly conceal the lacrimal caruncle:
