Thank you.

Don't want negative eyebrow tilt, not sure if you're confused or something else. Positive eyebrow tilt gives you the illusion of more positive canthal tilt.

The best way to grow your eyebrows is using Latisse, but in the United States (if not worldwide) it is prescription only. If you can't get that, oral or topical minoxidil is the best route. I've seen better results from oral. It'll give you longer, thicker eyebrows. Hair growth serums paired with it can maximize results. Oral minoxidil + a hair growth serum after derma stamp can give the best results.
Probably a guide here somewhere over eyebrows and overall how to improve your eye area.

I want pneumos eyebrows. I'm looking for appeal. I do have a positive canthal tilt, so it shouldn't make it look negative. Right?

Op you dont want a negative eyebrows trust me. I know people generally look better when they wrinkle their forehead and get less positive brows. What you need is "STRAIGHT" (this is very important. This is the main halo happening when you try to make it negative) and "NEUTRAL TO 10° eyebrow tilt" is ideal. Negative eyebrows are worse

Right. Positive tilt is always better. Negative tilt is unappealing and will make you look bad under all circumstances. The way your eyebrows are angled has a very big influence on the appearance of your eyes. Negatively tilted eyebrows give the illusion of less positive canthal tilt.

How about topical Minoxidil? Is Latisse more effective?

Latisse is insanely effective for lashes, topical minoxidil is good for brow length and thickness/fullness. (latisse is best for lashes and minoxidil is good for brows, use both.)
The only problem is that Latisse is an over the counter prescription "drug". But I heard its easy to get, just speak to your dermatologist.

But, in my personal opinion (and the opinion of most + science) oral minoxidil is actually more effective than its topical counterpart. It would be more overall growth rather than being able to target an area, but will give you better and faster results.

Plus, the eyebrow region can be groomed to satisfaction, so broad growth from oral is rlly no problem
