Thin lips and jowls fixable?

When not frauding tf out i have insanely thin and downturned lips, is this because of lack of support from my recessed maxilla or something else? Absolutely ruins my face but when I pout or stick my tounge between my lips and smirk a bit its better. How do I fix this? Rope?
