Ioi are a good sign but often are fake, and also many shy foids don't show ioi as well as women glued to their foids or talking with their friends.

I went to a bar and their were good looking men and the women didn't really check them out much. Other cases however they did look at them. It varies a lot

The point being you don't know really till you approach. And it's definetly fine to approach without an ioi.
