I always thought one of you did that since it happens to me constantly😷😷
Normally it happens when a user triggers BB Code Mode or Preview Mode and doesn't know how to get out of it after enabling it.

The site will store actions you've done with the text editor to the browser so you don't lose your progress if you were to refresh the page. But because users normally click on one of these buttons accidentally, they don't normally realize it's been enabled.

It's why I recommend clearing the cookies, because it takes like 5 seconds vs trying to troubleshoot which option they clicked on and trying to teach them to undo it. Technically you can fix it without clearing the cookies though.

Staff (not counting Admins) cannot manually adjust a user's individual permissions like that; they can restrict making posts altogether or they can restrict Off Topic posting permissions, but in both of these instances it would restrict thread creation and replies, not just one of them.
