Systematic means something that is part of a scheme of orders, instructions, plan, etcetera, something that happens because it's part of a system, in this case capitalism. You can see the system as "the state" but in reality governments are part of the system, we are tired of seeing how governments bend over to NATO or in my case the European Union just to serve their plans which ultimately only benefit themselves, the elite controlling the system.
