I saw a random guy on tiktok with recessed frontal bone and comments were praising his "forward growth".

Ideal forward growth means projections everywhere, though it may look less impressive due to Frankfurt plane. Corrado Martini is a great example: forward grown frontal bone (aka deep-set eyes), maxilla, mandible, radix and nasal bridge.
