Thoughts on eugenics?

I've been thinking a lot about this topic lately and I think I've finally concluded that eugenics is the best path forward for humanity. In an ideal world, everyone currently living would be sterilized and the State would then take charge of human reproduction using artificial wombs. In this way, humans would be gifted with the best genetics so everyone would be a gigachad/gigastacy with a genius level IQ. It would be a perfect utopia, like those described in Brave New World and Gattaca. All human suffering would disappear within a generation. No more incels. No more low IQ people being forced into poverty and crime. Just pure bliss.

We should monetarily incentivize low IQ people to be sterilized. Too many low IQ people are breeding in the west compared to smart people and it's negatively impacting the quality and progress of western nations.
