Does the end justify the means?

Is the preservation of the State the ultimate goal of a good ruler? or must there be something else? Should the State be reduced to the category of an instrument at the service of a group, religion or race?

It was actually satire...

Very little useful application for regular people, except if you're a powerful person like a king, noble, politician, army general, billionaire, etc.

Nah there’s some good ones
Conceal your intentions
Don’t trust friends too much
Learn to keep people dependent on you
Etc

This stuff works only for people with high SMV, people with high looks/status/money, otherwise these "laws" are pretty much useless.

Imagine this scenario for example: you're a Chad coming to a new high-school, college, or a workplace filled with mostly young people. Your looks are high, so all the girls will swarm to you, people will want to befriend you, hang out with you, etc. Your goal here is to bang as many girls as possible, but most of them will want to secure you first as their boyfriend, so the advice to conceal your intentions it's legit here and obvious, you don't want the girls to figure out you just want to pump and dump them, this could hurt your chances...
Other guys will also approach you, want to be your friends, but many just because they will see you're very successful with the girls, so they will also want a piece of the action, that's why the second piece of advice don’t trust friends too much is again legit.
The third rule learn to keep people dependent on you it's also useful if you want to keep your position and high status secure in that place, you will also have to offer favors and stuff to keep people around you not just take from them, someone else can always come to steal your position as the alpha male of that place.
This rules can also be applied in other social circles and circumstances, by people who are high-status and rich, so they have the power to influence others around them.

On the other hand, imagine a person low in looks/status/ money like some short, ugly, bald ethnic being in the same place and situation, trying to apply the same "laws", where exactly would he even start, when people don't even want to discuss or be friends with him and the girls find him creepy....??????
