is there a better option for general hyperpigmentation in that under eye region (not a vein related problem)?
Idts just sleep then or you need to thicken the skin somehow
Tretinoin can help increase skin thickness, elasticity, and collagen production which should help if not a vein related problem but since it thickens skin it would help with that anyways.
Tret dosent cause dry eyes or burning as most ppl say if slowly get into it like 2 times a week for 2 weeks then 3 times a week and so on there won't be any side effects.

Try using some other methodology, AHA also increase skin thickness, as does some RA devices, Lasers, and Tixel physical thermal ablation has been found effective at treating dry eye plus it thickens the skin. They can do tixel on your eyelids with no eyeshields unlike a laser, where eye shields are required.
