How is this true if time doesn't even exist? Unless you mean someone can speed up the passage of time then i could believe in it but it's impossible to go back because time is just chemical reactions and movement so you'd have to have god tier powers and be able to reverse all of the reactions and movements in all of the universe (kinda could actually exist then)
