Here's a good example of excellent eye vibrancy and limbal rings.

You're right about the limbal ring thing though, ideally eyes should be very vibrant and the limbal ring should be very prominent. This is caused/due to genetics and health/diet/lack of toxicity.

Wide PFL, Long dense eyelashes, thick long dense eyebrows, tight straight lower lids and a downturned medial canthus with a good vibrant (preferably light eye color) and a prominent limbal ring.

Fat hooding makes you look like a baby. You can never get that intimidating look if your hooding is comes from fat alone. Those guys he posted have decent supra orbitals
