too late for Palate expander? should I rope?

I turn 15 in a few weeks, I wanna get braces + palate expander, how do I convince my orthodontist to give me one? I went to another that said I'm too old. and that palate expanders at 14 is too late. obviously not true, my friend got one at 14, but that was in a different country, so I cant go to that ortho.
