I'm 20.2in rn, and was 22in at my best gymcelled, but I never felt, atleast shoulder wise, "big"

No, I measured standing infront of a wall, and then make outlines, where my delts begin
I think I measured quite correctly, the fisr times I was either 19.5 inches or a little over 21

wym lol, why such a big gap?

tbh you were either measuring wrong or had body issues, 22inch bideltoid (assuming lean) is pretty impressive and much much broader than the average lean guy, even good for gymcels.
