I guess just because it's a hassle, and ordering something directly to your location is easier.Why not just go to a dermatologist, and ask him for a prescription?
What's the problem?
It is not like tretinoin is morphine. Most dermatologists would give you a recipe no problem. The same for finasteride. Tell them you want to improve the skin quality, and for anti-ageing.
Also especially because you have to get it renewed and give a reason, and if you want to keep your treatment anonymous.
