Currently, the target is no more than 4 oblasts, and getting the remaining parts of them (such as Kherson city) is very difficult.
The very start of the war is pretty much an admission of failure of russian soft power. A smarter strategy would be infiltrating institutions as much as possible and get rid of the most prominent anti-russian activists.

It’s just not true that Russia wants to conquer all of Ukraine. The Istanbul Communqiue agreed by both sides in 2022 alone is evidence of this.
