1-) he has popular hits that can be played everywhere like california love, changes etc or hits that most of the ppl know or at least listened to once like hit em up, ambitionz az a ridah etc. also he was very influential for his time

2-) his tragic death, same with nipsey hussle. nipsey was a great man and im full of respect what he did for his hood but he was not that great of a rapper as people claim, sorry

3-) he was an actual thug and gangsta, so for blacks that is already enough to be seen as a god in rap game

4-) his stances outside of rap, and i respect him a lot and prolly my favorite thing about pac
