Yes it is. Turks aren't defined by essentialist labels and thus cannot be placed into "white" or "non-white" boxes. Intermediate skin tone is the NORM, but not exclusively so. Parts of Northern Turkey are paler than the rest of the country but that might be due to proximity to the Northern Caucasus.
