You will have to book another test somewhere else for like a placeholder so you are notified about cancellations.

No they don't. You're talking about the specific police vans that have that installed and most of the time they are too busy racing somewhere to bother scanning cars nearby. What actually happens is that if you stay uninsured long enough (if i recall i was insured for about 4-5 months), you will receive a letter from the DMV asking you to file an off-road thing or get the car insured, if you do neither then you will be fined. If you do the off-road then you can't pay road tax and you car can be taken at any time if it's on the road and not taxed. Road tax is what's very important, car insurance is whatever. You should still get car insurance, mine is cheap because i've never had an accident in 10 years but i still don't bother paying because i've got a really old car and i only drive locally anyways.
